Academic Year 2026/2027 - Teacher: ALESSANDRO LO FAROExpected Learning Outcomes
The course, in accordance with Article 98 and Annex XIV of Legislative Decree 81/2008 aims to prepare students for the planning and management of safety, with particular regard to temporary and mobile construction sites, and in accordance with the regulatory requirements set out in Legislative Decree 81/08, as amended. Classroom-based training will be provided to enable students to develop the skills necessary to fulfil the role of safety coordinator on construction sites, both during the design phase (CSP) and the execution phase (CSE). A design exercise will be set, to be carried out in working groups, involving the detailed preparation of the documentation for which the safety coordinator is responsible (safety and coordination plan, PSC).

Knowledge of site design and organisation techniques, the design and management of work phases and cycles, and techniques for the installation of technological subsystems
Ability to apply knowledge and understanding
Be able to apply techniques for the design and organisation of construction sites

Be able to make reasoned decisions based on one’s professional expertise and engineering methodologies
Communication skills
Be able to interact with experts from other sectors and technical staff at various levels
Be able to communicate within a multidisciplinary team, or take on the role of coordinator and manager
Learning skills
Ability to keep up to date with methods, techniques, materials and procedures, in accordance with regulatory requirements
The knowledge acquired will be applicable to the management of workers’ health and safety, in accordance with points 3, 4, 8, 11, 12, 14 and 15 of the 2030 Agenda.

LEGAL MODULE: 28 hours Basic legislation on health and safety at work. European legislation, codes of good practice, and EU Directives. The Italian rule Legislative Decree 81/2008 and subsequent amendments and additions. The parties involved in the company’s prevention system: their duties, obligations, and civil and criminal liabilities. The regulatory framework for public works. Penalty provisions and inspection procedures.
TECHNICAL MODULE: 16 hours. Methods for identifying, analysing and assessing risks. The safe organisation and management of the construction site: the site layout. Documentary obligations of clients, contractors and safety coordinators. The works schedule.
METHODOLOGICAL MODULE: 16 hours. The minimum content of the safety and coordination plan, the substitute safety plan and the operational safety plan. Methodological criteria for: a) drawing up the safety and coordination plan and integrating it with the operational safety plans and the documentation pack; b) drawing up the operational safety plan; c) drawing up the documentation pack; d) the preparation of the P.I.M.U.S. (Plan for the Erection, Use and Dismantling of Scaffolding); e) the estimation of safety costs.
